Qualification Summary
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-12:
A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS 11 in the Federal service.
Specialized experience for this position at the GS-12 is defined as: Drafting procedures, instructions, and policy guidance for use by operating officials in planning and estimating funding needs for personnel, travel, supplies, etc.
Assisting in the preparation of documentation needed to process budget estimates, recommending revisions where necessary to conform to program guidelines.
Assisting with validating estimates to develop and prepare program budget, including narrative and justification, comparing estimates with previous programs and explaining reasons for increases. GS-13:
A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS 12 in the Federal service.
Specialized experience for this position at the GS-13 is defined as: Developing data for the distribution of total available dollar ceilings for funded costs, advising management on the progress and execution of the funded activities for which they are responsible, and developing and recommending courses of action to resolve major issues due to changing priorities, fund availability, and mission objectives.
Developing cost-benefit analysis of proposed budgetary and program actions and recommending fund control program ceilings, target/fences, and other administrative controls and limitations.
Conducting special studies, projects and reviews and provides advice and guidance on interpreting regulations and procedures for execution of assigned programs pertaining to budget formulation, justification, presentation and execution. Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. DO NOT write “see resume” in your application! Skill in analyzing program-budgetary relationships to relate single and multi-year programs in planning, estimation, and modification of supporting multi-­year appropriated funds program and budget estimates
Knowledge of Congressional and Federal budget process and department budget policies, precedents, goals, objectives, regulations and guidelines to render authoritative interpretations.
Knowledge of generally accepted accounting principles and systems to be able to interpret and analyze accounting reports and data required in the budget analysis process and in briefing superiors on the· status of funds and programs.
Skill in writing convincing justification and the ability to negotiate and/or persuade higher echelons or management officials to support additional funds, if necessary, for new or un-financed requirements. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
